If you haven't paid any employees for at least one tax month, and thus no FPS submissions have been made, this must be reported to HMRC via the EPS. 

The EPS must be submitted by the 19th of the month following the tax month when no employees were paid, to avoid HMRC sending a notice estimating how much you owe. This may also result in a penalty. 

To inform HMRC that you have made no payments to employees or directors in the current tax month or an earlier period of one or more complete tax months:

1) Select 'RTI'  on the menu bar

2) Click 'New' on the menu toolbar and select 'Employer Payment Summary (EPS)':

3) Tick the 'Include declaration of no payment for period' marker

4) Enter the start date of the first tax month in which no payments were made. This must always be the 6th of the month, and cannot relate to a tax month in the future.

5) Enter the end date of the tax month in which no payments were made. This must be the 5th of the relevant month and cannot be a date in the future. 

Example: at the end of tax month 2, you wish to report to HMRC that you didn't pay any employees in that tax period. This will be entered as follows:
 

6) Click 'OK' and submit to HMRC when ready.

You can submit for more than 1 tax month if there has been no payments spanning more than 1 month. To submit a no payment for period for the whole tax year, you can input the full tax year dates ie from 6th April to 5th April the following year.

Please note: the 'no payment for period' utility can only be used to report no payments made in the current tax month or earlier tax months. To report in advance that you will not be making payments to employees for future tax months, a 'period of inactivity' must be completed instead on the EPS. For assistance with this, click here.
